    Mchawi huyo alimhadaa mama huyo kuwa kwa kupitia njia za kichawi angeweza kuzifanya pesa hizo kuwa maradufu yaani milioni 18.

    The chief minister of a northern Indian state where two teenage cousins were gang raped and hanged has recommended a federal inquiry into the incident.
    The move comes after alleged police inaction sparked outrage in Uttar Pradesh state.
    Three suspected attackers have been detained, along with two policemen accused of dereliction of duty and criminal conspiracy.
    The girls were found hanged from a tree in Badaun district earlier in the week.
    The victims' families say it took police more than 12 hours to respond to reports they were missing.
    The father of one victim earlier told the BBC he was ridiculed by police when he sought help in finding his daughter.
    He said that when policemen found out he was from a lower caste, they "refused to look for my girl".
    Deep divisions
    "The chief minister has decided to recommend a probe into the Badaun incident as demanded by family members of the victims," the office of Akhilesh Yadav said on Saturday.
    He had come under attack for earlier remarks mocking female journalists who asked about the rising number of rape cases at a news briefing.
    "You are safe, why are you bothered?" the chief minister had said.
    Saturday's announcement follows a pledge by the government to set up a fast-track court to deal with the case.

    Divisions between India's castes run deep, and violence is often used by upper castes to instil fear in lower castes, correspondents say.
    Although both the victim and the accused in the latest case belonged to a group known as "Other Backward Classes", the victims were lower in that hierarchy.
    The girls, thought to have been 14 and 15, went missing on Tuesday night. They had apparently gone out to relieve themselves as they had no toilet at home.
    Their bodies were discovered the following day. A post-mortem examination confirmed multiple sexual assaults and death due to hanging.
    Campaigners have highlighted the lack of sanitation in rural areas as being a risk to women's security as well as their health, as they are often attacked when having to go out to use the toilet, particularly at night.
    Scrutiny of sexual violence in India has grown since the 2012 gang rape and murder of a student on a Delhi bus.
    The government tightened laws on sexual violence last year after widespread protests following the attack.
    Fast-track courts were brought to the fore to deal with rape and the death penalty was also brought in for the most extreme cases.
    Some women's groups argue that the low conviction rate for rape should be challenged with more effective policing rather than stiffer sentences.

    Mr Mutharika is the brother of the late President Bingu wa Mutharika, who died in office in 2012, and had served as his foreign minister.
    He obtained 36.4% of the vote, according to the electoral commission, and said he felt "very humbled" to become Malawi's fifth president.
    "It's obvious we are facing serious problems in this country. All of us together, let us build the country which is almost on the verge of collapse," he said.
    Former preacher Lazarus Chakwera came second in the election with 27.8% of the vote. He represented the Malawi Congress Party, which governed from independence in 1964 until the first multi-party poll in 1994.
    'Cashgate'
    Mrs Banda, who came to power after the death of Bingu wa Mutharika two years ago, was third with 20.2% of the vote. Her administration had been hit by a corruption scandal dubbed "cashgate", which led donors to cut aid.
    Mrs Banda had attempted to have the polls declared "null and void" on the grounds of "serious irregularities".
    But she made no mention of this in a statement congratulating Mr Mutharika on his victory in a "closely contested election" and urging "all Malawians to support the newly elected president... and his government as they take on this foundation of progress and endeavour to develop Malawi even further."
    The Malawi Electoral Commission (MEC) had asked for a 30-day extension to declare the results so that a recount could be carried out.
    However, the High Court refused to delay the release of results and ordered the commission to make its announcement on Friday.

    The organizing committee of the CECAFA Nile Basin Cup sitting this Saturday morning here at Grand Holiday Villa in Khartoum City, Sudan has resolved to shift all the remaining matches to Khartoum Stadium.

    Today's quarter final matches –Victoria University Vs Mbeya City and Ahly-Shandy Vs Malakia had been fixed for Al-Merreikh stadium. But the letter to all concerned clubs by the CECAFA Secretary General Nicholas Musonye says the changes take immediate effect.
    "Due to the unavailability of Al-Merreikh stadium, I hereby inform you that all remaining matches starting this Saturday have been moved to Khartoum stadium. We regret any inconveniences caused" reads Musonye's letter.
    AL-Merreikh out of tourney
    Tournament favourites and hosts Al-Merreikh went a goal up in the 4th minute [Agab Ramadan] of their game against Burundi's Academie Tchite on Friday evening but later bowed out of the tournament after losing 2-3 on spot kicks.

    Academie equalized in the 22nd minute through Manishimwe Alain and held onto the result till the last whistle.
    Al-Merreikh's Amir Kamal, Wawa Pascal and Tia Togbi Olivier failed to convert their chances. Only Sadjo Haman and Elbasha Ahmed scored. The youthful Academie side scored through Ngando Omar, Barampanze Shaban and Manishimwe Alain to storm the semifinals. Academie goal keeper Sonzera Anslem was a match heroe.

    AFC Leopards in narrow escape
    Kenya's AFC Leopards took a first half 3-0 lead against Ethiopia's army side Defence FC in the first quarter final yesterday but later slowed down giving their opponents a 2-0 score in the second half. The hotly contested match finally ended 3-2.
    AFC Leopards will now play Academie Tchite in the semifinals which they struggled to edge only 1-0 in their last group stage engagement.

    Ahly Shandy will be in action today to fight against Malakia FC of South Sudan in a contest that will either see the hosting nation maintain a club in the semifinals or live to watch the guests.     Joyce Banda accepts to hand over power to Prof. Arthur Mutharika
    Malawian President Joyce Banda has accepted the elections results declared by Malawi Electoral Commission (MEC) that Democratic Progressive Party (DPP) leader Professor Arthur Peter Mutharika (APM) is the president-elect.

    Banda has reportedly accepted the election results despite earlier this week claiming the vote was "null and void "amid allegations of polling irregularities and fraud. 

    The outgoing president said that she was ready to leave office after the court ruled that the MEC should rather announce the winner of the election and not initiate a recount.

    Justice Kenyatta Nyirenda ruled that Ruled that the release of the results of voting that ended May 22 couldn't be delayed beyond yesterday. Various political parties have called for a recount and cited irregularities.

    "I am ready to leave," said Banda whose official Kamuzu Palace in Lilongwe will be occupied by new tenant President-elect Mutharika. 

    "But I am happy that the people of Malawi know that I wasn't lying when I called this election fraudulent," she said.

    Mutharika, brother of Malawi's former leader late Bingu wa Mutharika, was Friday night declared the winner of the country's disputed presidential election after garnering 36.4 percent of the votes cast

    Banda, who came to power after the death of Bingu wa Mutharika two years ago, was third with 20.2% of the vote.

    The electoral commission said Mutharika came ahead of Lazarus Chakwera who obtained 27.8 percent of the vote.

    Supporters of Banda have held a series of protests alleging that the vote was rigged in favour of Mutharika

    DPP Publicity Secretary Nicholas Dausi however said the party maintained that "regardless of few irregularities by and large the election has been free, fair and credible."

    TAIFA STARS kicked out of hotel in Zimbabwe
    Tanzania's national football team, Taifa Stars on Thursday was kicked out of the hotel they were booked in ahead of their crucial return leg against Zimbabwe this Sunday, it has been reported. 

    This is because the Zimbabwe Football Authority (ZIFA) hosting the team, failed to pay their accommodation, broadcast journalist Ezra Tshisa Sibanda says.

    "This is a disgrace and a total failure by those in charge of the football association. I wouldn't mind the players and technical staff deserting camp and going back to their clubs leaving Cuthbert Dube, CEO Mashingaidze and their board to play against Tanzania," said Sibanda.  (zimeye.org report).

    The visitors were caught up in the cold war between ZIFA and Pandhari Hotels in what was a veryembarrassing incident. The Tanzanians, who checked into their hotel on Thursday, returned from their training session yesterday to find their rooms locked as the management wanted ZIFA to make a payment first.

    ZIFA is believed to owe the hotel a substantial amount of money after the Warriors used the hotel as their camp in the past, while it has also hosted functions for the association.

    The association's spokesman, Xolisani Gwesela, who was out of town sitting for his examinations, said he was not aware of the embarrassing incident and needed time to verify before he could comment.  ---(herald.co.zw report).

    Kambi Rasmi ya Upinzani Bungeni, imeilipua Serikali kwa kushindwa kudhibiti utoroshwaji mkubwa wa fedha kwenda nje.

    Msemaji wa kambi hiyo, John Mnyika alisema katika kipindi cha miaka 39 kuanzia 1970 hadi 2008, Sh9.6 trilioni zilitoroshwa kiharamu kwenda nje.

    "Utoroshaji wa fedha hizi unasadikiwa kutokana na ukwepaji wa kodi, na misamaha mikubwa ya kodi," alisema Mnyika na kuongeza; "Fedha nyingine zilitokana na usiri mkubwa wa mikataba baina ya wawekezaji na Serikali, upotoshaji wa bei katika biashara na rushwa katika mikataba na wawekezaji" alisema.

    Mnyika alisema Serikali ya CCM haiwezi kukwepa kuwajibika kwa sababu utoroshaji wa mapesa yote haya umefanyika wakati na CCM ipo madarakani, " alisema.

    Mnyika alifafanua, utoroshaji huo wa fedha ulifanyika kwa mafungu na kutolea mfano mwaka 1980, Dola 570. 6 milioni zilitoroshwa.

    Fedha hizo zilitoroshwa wakati hayati baba wa Taifa mwalimu Jullius Nyerere akiwa madarakani na dola 1,566 milioni zikatoroshwa 1985 wakati wa Rais Ali Hassan Mwinyi.

    "Jambo la kusikitisha zaidi mwaka 2002 zilitoroshwa jumla ya Dola za Marekani 1,1010 milioni katika kipindi ambacho Rais Benjamin Mkapa yuko madarakani," alisema Mnyika.

    Mnyika alisema kambi hiyo imesikitishwa na kitendo cha Bunge kushindwa kuisimamia kikamilifu Serikali hususan Wizara ya Nishati na Madini.

    Alisema fedha zote zilizotoroshwa nchini tangu mwaka 1970 mpaka 2008 zinaweza kurejeshwa nchini kwa kuanzia na kuzibaini zilipo.

    "Uchunguzi wa kina ufanyike kuzuia fedha hizo katika akaunti za benki zilipotunzwa nje ya nchi na hatimaye kurejesha fedha hizo nchini," alisema.

    Kitengo cha Financial Intelligence Unit (FIU) cha Benki Kuu ya Tanzania (BoT) kimetakiwa kukusanya taarifa za kiintelijensia na kuziwasilisha Takukuru ili uchunguzi ufanyike.

    Wakati Serikali ikiahidi kuboresha elimu nchini kwa kuhakikisha inaajiri walimu wa kutosha, imebainika kuwa asilimia 25 ya walimu huwafundisha wanafunzi mambo yasiyo ya msingi.

    Ripoti ya Shirika la Umoja wa Mataifa la Elimu, Sayansi na Utamaduni (Unesco), iliyozinduliwa Dar es Salaam hivi karibuni, imebainisha kuwa wakati wananchi wakilalamika kuwa elimu inayotolewa haimsaidii mwanafunzi kupata ajira nzuri, wanafunzi hawajifunzi mambo ya msingi yatakayowasaidia kupambana na changamoto za maisha.

    Akizindua ripoti hiyo, Waziri wa Elimu na Mafunzo ya Ufundi, Dk Shukuru Kawambwa alisema kuwa ripoti hiyo imeweka wazi ukubwa wa tatizo la ufundishaji, akieleza kwamba jumla ya watoto milioni 250, duniani wanakosa mafunzo ya msingi ya kusoma, kuandika na kuhesabu, ingawa wanaingia darasani.

    "Tanzania kama sehemu ya dunia, haijakwepa tatizo hilo. Baadhi ya watoto wetu wamekuwa wakimaliza shule za misingi bila ya kuwa na ujuzi huo. Hii ni hali ya kushtua, inayohitaji nguvu za pamoja za wadau wote wa elimu duniani," alisema Kawambwa.

    Alibainisha kwamba ripoti hiyo imependekeza mpango wa elimu mwaka 2015, uzingatie ubora utakaotokana na mipango sahihi inayotekelezeka akitaka tatizo la walimu lipatiwe ufumbuzi wa kudumu kwa lazima ili kuwanusuru wanafunzi.

    "Kama suala la walimu halitapatiwa ufumbuzi sasa, tofauti kwenye ufundishaji itakuwepo kwa vizazi vingi huku ikitoa tafsiri mbaya dhidi ya jitihada za kuondoa umaskini duniani na kufikiwa kwa maendeleo endelevu," alisema Dk Kawambwa.

    Aliongeza kuwa kwa namna hali ilivyo sasa, Serikali inalazimika kuhakikisha inaajiri walimu wenye dhamira ya kweli ya kufundisha na kutoa elimu bora.

    Ripoti ya Unesco inaeleza kuwa licha ya kuwepo kwa mafanikio ya kuridhisha katika kipindi cha miaka kumi iliyopita, wananchi masikini ndiyo walioathirika zaidi na tatizo la utoaji elimu mbaya sababu ikiwa kutokuwepo kwa walimu wenye mafunzo ya kutosha.

    Unesco ilisema kuwa kutokana na matatizo ya walimu, wanafunzi 130 milioni wanaosoma shule za msingi duniani, hawana uwezo wa kusoma hata sentensi moja, jambo linalowafanya washindwe kujiunga na sekondari.

    "Matatizo ya elimu siyo tu yanaathiri malengo ya watoto ya baadaye, lakini pia uchumi wa Serikali hizo. Gharama ya watoto 250 milioni kutosoma elimu ya msingi ni Dola 129 bilioni za Marekani,(Sh 212.85 bilioni), ambayo ni asilimia kumi ya matumizi ya dunia katika elimu," inasema ripoti hiyo. 

    Ripoti hiyo imelinukuu shirikali lisilo la Serikali la Uwezo, linaloeleza kuwa asilimia 26 ya wanafunzi wa darasa la tatu ndiyo wanaoweza kusoma vizuri hadithi ya Kiswahili ya darasa la pili.

    ILIKUWA siku ya Alhamisi tarehe kama ya leo lakini miaka 24 iliyopita, yaani Mei 31,1990 saa 11 jioni wakati Tanzania ilipopata pigo kubwa la kuondokewa na mmoja wa wanamuziki wake mashuhuri, Hemed Maneti Ulaya 'Chiriku', ambaye alifariki katika Hosipitali ya Mwananyamala, Jijini Dar es Salam baada ya kuugua kwa muda mrefu.

    Ingawa ni miaka mingi imepita akiwa ndani ya kinywa cha ardhi, lakini sauti yake kila isikikapo huonyesha ni jinsi gani mwanamuziki huyo alivyokuwa mtunzi na mwimbaji mkubwa mwenye kipaji cha aina yake.

    Maneti ambaye alikuwa kiongozi na mwimbaji wa Vijana Orchestra kwa karibu miaka 16 aliacha pengo kubwa siyo kwa bendi yake tu, bali kwa taifa zima, ambalo bado lilikuwa likiuhitaji mchango wake kwa hali na mali.

    Hayati Hemedi Maneti Ulaya 'Chiriku' enzi za uhai wake akiwa na Vijana Jazz.

    Maneti, aliyezaliwa katika kijiji cha Mamboleo, wilayani Muheza, Tanga mwaka 1954, alizikwa kijijini kwake baada ya umati mkubwa wa mashabiki na viongozi mbalimbali wa Chama cha Mapinduzi na serikali yake kutoa heshima zao za mwisho.

    Kama ndoto za mashabiki zilivyokuwa juu ya wasiwasi wao, pengo la mwanamuziki huyo lilionekana dhahiri katika maonyesho ya bendi, jambo lililochukua muda mrefu kabla wanamuziki hawajajiweka sawa na kumudu, japo kwa kiasi kidogo, kuliziba ingawa umuhimu wa marehemu Maneti katika bendi hadi sasa bado unaonekana.

     ALIKUWA MWANASIASA...

    Kipaji cha utunzi na uimbaji alichojaliwa na Al-Qudusi kilionekana wazi katika tunzi zake maridhawa. Kuna msururu mrefu wa sifa na mchango mkubwa alioutoa marehemu Maneti katika mambo mbalimbali kupitia sanaa ya muziki.

    Unaweza kusema kwamba, kwa vile bendi ya Vijana Orchestra ilikuwa, na bado, inamilikiwa na Umoja wa Vijana wa CCM, ndiyo sababu Maneti alikuwa akiimba nyimbo za siasa. Lakini ukweli unabaki wazi kwamba, mwanamuziki huyo alikuwa mwanasiasa safi ambaye hakuhutubia kwenye mikutano ya siasa, bali aliuonyesha uanasiasa wake kupitia jukwaa la muziki.

    Maneti alitunga nyimbo nyingi za siasa na moja kati ya kazi zake bora ni ule wimbo wa Ally Hassan Mwinyi apewe kura za Ndiyo alioutunga mwaka 1985 katika kumpigia debe aliyekuwa mgombea pekee wa kiti cha Urais wa Jamhuri ya Muungano kwa wakati huo, Rais Mstaafu wa pili Alhaji Ally Hassan Mwinyi.

    Wimbo huo ulipigwa kila siku na Radio Tanzania na kutokea kupendwa sana na watu wakiwemo viongozi wa kisiasa, na ubora wa wimbo ulionekana katika Uchaguzi Mkuu wa mwaka 1990 pale bendi yake ya Vijana ilipoukarabati na kuutumia tena kwenye kampeni za Rais Mwinyi na Rais wa Zanzibar, Dakta Salmin Amour Juma.

    Aidha, Maneti hakuwa nyuma katika masuala ya ukombozi pamoja na kutetea amani na alidhihirisha wazi kwamba ni mtetezi wa amani alipotunga wimbo safi wa Magaidi wa Msumbiji mwaka 1987. Wimbo huu pia ulitokea kuwa kipenzi cha watu na ni moja kati ya kazi za kukumbukwa.

    Nyimbo nyingine za siasa ni Muungano umekamilika, Rushwa adui wa haki, Vijana nguzo na jeuri ya Chama, Operesheni Maduka, Mwenge umulike nje ya mipaka ya Tanzania, Tamasha la Vijana Moshi na nyinginezo nyingi.

     ...KATIKA MAPENZI

    Mwanamuziki huyo alionyesha kipaji chake pia katika tunzi za mapenzi kiasi kwamba vibao vyake vingi bado vinawakuna wengi hadi sasa. Miongoni mwa vibao alivyotunga, na vingine kutungiwa na kuviimba, ni kama Niliruka ukuta (sehemu ya I na II mwaka 1975), Mary Maria, Maggy wanipa mateso, Kosa la Wazazi, Chiku saizi yangu, Ilikuwa lifti tu, Aza, Pili wangu nihurumie (ulitungwa na Abdallah Mensah), Penzi halina umaarufu, Penzi haligawanyiki I na II, Heshima ya mtu kuoa na kuolewa, Chaurembo na nyinginezo.

     Mzazi mwenzake na Maneti, Kida Waziri 'Stone Lady'

    Pia aliimba nyimbo nyingi  za kijamii kama vile Masimango, Mwanaume gani anasuka nywele, Nsabi, Kamata Ooh Sukuma, Matata Matata, Watoto wanalia sana, Mudinde acha fitina, Ooh Masido, Amba kawa baharia, Acha acha ngoma Jirekebisheni, Wifi zangu, Wajue wana Koka, Bujumbura na Safari yetu Zambia ambao haukurekodiwa.

    Maneti hakuwa mwanamuziki wa kubahatisha wala kubabaika. Alikuwa ni mvumilivu na wala hakubweteka na umaarufu kwa muda wote aliokuwa na Vijana Orchestra. Hakujaribu hata siku moja kuihama bendi hiyo.

    Wanamuziki wengi walikuwa wakiingia bendi hiyo na kutoka, lakini kamwe Maneti hakutingishika licha ya vishawishi vingi kutoka bendi kadhaa za hapa nchini ambazo zilikuwa zikimtafuta kila kukicha.

    Alijiunga na bendi ya Vijana Orchestra mwaka 1974 akitokea katika bendi ya TK Lumpopo iliyokuwa ikiongozwa na mwanamuziki mkongwe nchini, Juma Kilaza, ambaye ni shemeji yake, na tangu alipoingia Vijana akapewa uongozi msaidizi wa bendi hadi mwaka 1982 alipoteuliwa kuwa kiongozi wa bendi.

    Katika kuwepo kwake kwenye bendi ya Vijana, bendi hiyo iliweza kupitia kwenye mitindo mingi na mingi kati ya hiyo ikiwa ni ubunifu wake. Mitindo hiyo ni kama vile Takatuka (ambao aliukuta), Koka Koka, Heka Heka, Pamba moto I na II na Pamba Moto Shambulia 'Hot Dance', jambo lililopelekea kurundikiwa shehena ya majina yakiwemo 'Simba Mwendapole' na 'Chiriku', jina ambalo lilimkaa mpaka likaonekana kama moja ya majina yake halisi. Pia aliweza kupitia ngazi kadhaa za uongozi katika siasa kama mjumbe wa Baraza la Utekelezaji la Taifa la Umoja wa Vijana wa CCM.

    Kutokana na uongozi wake imara bendi hiyo haikuyumba chini yake hata pale wanamuziki wake nyota walipokuwa wakihama. Baadhi ya wanamuziki ambao waliihama bendi hiyo katika vipindi tofauti na kusababisha mapengo makubwa katika bendi hiyo ni kama vile Cosmas Thobias Chidumule, George Mpupua, Hassan Dalali, Komandoo Hamza Kalala ambaye aliondoka na baadaye kurejea tena kabla ya kuihama tena na kwenda Washirika Tanzania Stars 'Watunjatanjata' pamoja na Eddy Sheggy na Adam Bakari 'Sauti ya Zege' waliokuwa nyota katika bendi hiyo.

    Wengine ni Athumani Momba, Jerry Nashon 'Dudumizi', Mohammed Gotagota, Msafiri Haroub ambao nao, kama Kalala, waliihama bendi hiyo na kurejea tena, Kida Waziri na Mohammed Shaweji.

    Maneti bado anakumbukwa ambapo baadhi ya wanamuziki waliokuwa naye akiwemo Rashid Pembe, waliwahi kukiri kuwa pengo aliloliacha Maneti.

     ...WANAMUENZI?

    Kipindi cha miaka ya 1990 baadhi ya wanamuziki waliokuwa wanaunda Vijana Jazz walikuwa na utamaduni kutembelea kaburi la Maneti kila mwaka kijijini Mamboleo ikiwa ni pamoja na kuwajulia hali wazee na ndugu wa marehemu, lakini kwa sasa hali hiyo imetoweka, pengine kutokana na bendi hiyo kusuasua ambapo kwa sasa ipo kama haipo.

    Mwaka 1994 bendi hiyo, baada ya kupigiwa kelele sana na mwandishi mmoja mkongwe wa burudani, ilitoa albam ya Kumbukumbu ya Maneti iliyoitwa Homege de Maneti ambayo ilikuwa na baadhi ya nyimbo zilizotamba enzi za uhai wake.

    Kwa sasa familia yake ikiongozwa na bintiye Komweta 'Khairat' na mwanawe wa kiume Maneti Hemedi, iko katika maandalizi ya kufanya tamasha la kumbukumbu ambalo limepangwa kufanyika mwezi Agosti mwaka huu jijini Dar es Salaam.

    Khairat, ambaye anaimbia bendi ya Vijana Jazz, anaonekana kuwa muhimili mkubwa katika kuhakikisha jina la baba yake halipotei katika medani muziki nchini, huku akiwashukuru wanamuziki wakongwe waliopata kuimba na baba yake pamoja na wanahabari ambao bado wangali wanaukumbuka mchango wa mwanamuziki huyo nguli nchini aliyesahaulika hata na Chama cha Mapinduzi, licha ya uongozi wa Umoja wa Vijana wa chama hicho kuahidi kuwasomesha watoto wa marehemu hadi chuo kikuu.

    Binti wa Hemedi Maneti, Komweta 'Khairat', ambaye kwa sasa anapamba safu ya uimbaji ya Vijana Jazz akishirikiana na Nuru Mhina 'Baby White.

    Ahadi hiyo iliyotolewa kijijini Mamboleo wakati wa mazishi, haikuwahi kutekelezwa hata mara moja ambapo Khairat mwenyewe aliishia kidato cha tatu tu baada ya mama yake, Stella, kufariki dunia huku kaka yake, Maneti, akishindwa hata kuuona mlango wa sekondari. Dada zao, Kulwa na Doto, waliozaliwa na mkewe Maneti, Chiku, hakuna mwenye taarifa zao mpaka sasa ingawa inafahamika kwamba walikuwa wakiishi Sumbawanga.
