Outreach Regional Coordinator (2 positions)

Reports to: Regional Program Manager/Outreach Director
Location: Ruvuma and Katavi
General Overview:
The Outreach Coordinator is the focal person for the outreach program implementation at the regional level. The position will coordinate and ensure high quality program service delivery.
S/he will be responsible for the provision of technical assistance to all the outreach program Partners in the region. In addition, s/he will be required to ensure efficiency; effectiveness and timeliness of the program deliverables.
Duties and Responsibilities:
Coordinate the overall implementation and management of the project activities being implemented by the outreach partners, both umbrella and sub-partners;
Providing technical assistance (TA) planning, implementing and evaluating activities undertaken by Outreach partners in the region;
Provide technical assistance (TA) to umbrella NGO and its member NGO in preparation of scope of works, annual work plans, and implementation of the program activities;
Promote compliance among implementing partners by strengthening linkages with local government and adherence to MoHSW guidelines;
Provide ongoing leadership,. Training and guidance to volunteers to ensure HIV programming meets MoHSW standards;
To ensure ongoing training and service delivery activities are monitored, evaluated, documented and disseminated to relevant stakeholders;
Identifying, documenting and disseminating best practices, success story and lessons learned to members of the network;
To collect and review program and financial reports from partners on a monthly/quarterly/annual basis and submit it to relevant levels;
To conduct supportive supervision to implementing partners;
Perform any other duties assigned in the general support of the program.
Qualifications:
A Masters degree in Social Science or a health related course coupled with a postgraduate training in Public health or Community Development or relevant discipline.
Minimum of five years experience in managing HIV programs, particularly community outreach programs including HIV Testing and Counseling, Palliative Care/HBC and IEC/Behavioral Change Communication
Experience in managing donor funded projects preferably PEPFAR projects Experience working with NGOs, FBOs/CBOs at the community level;
Strong leadership and management skills. S/he should be able to work under minimum supervision and be able to mentor and supervise others;
Knowledge of proposal development, budgeting and reporting with excellent writing skills; Computer literate (Word, Excel, Internet, PowerPoint)
