    Clinical Program Officer HIV Care and Treatment
    Columbia University's ICAP Global. Health. Action in Tanzania, works in partnership with the Ministries of Health and Social Welfare (MOHSW) in the mainland and Zanzibar. ICAP Tanzania provides quality comprehensive family focused HIV Prevention, Care and Treatment services at 127 health facilities. The facilities involved include regional and district hospitals, health centers and dispensaries in Kagera, Kigoma, Pwani and Zanzibar. This program is part of a broader US Government HIV/AIDS initiative in Tanzania and receives funding from Centres for Disease Control Tanzania (CDC), PEPFAR and the support of the American People. A key aspect of the program is to build the capacity of the MOHSW, at the national and sub-national levels, and indigenous CBO/NGOs to manage HIV programs including financial, administrative, program management and technical advisory skills. The program has employed competent dynamic individuals with programmatic understanding, clinical background as well as public health management knowledge in implementing the program objectives. The program is now seeking potential candidate to fill the following positions in Kagera Region.


    Position Title: Clinical Program Officer HIV Care and Treatment

    Reports to: Senior Clinical Advisor Kigoma

    Location:   Kigoma with field travel up to 50% of the time

    Overall Job Function:

    To provide technical support to clinical staffing multidisciplinary family-focused HIV/AIDS care and treatment at ICAP supported facilities in Kigoma. Extensive travel is expected in all the districts in Kigoma Region.

    Duties and Responsibilities:
    Provide direct technical assistance to health care facilities supported by ICAP such as; site development, training staff in the clinical management of individuals with HIV/AIDS, clinical mentoring, patient flow analysis, improvement of adherence support systems, improvement of referral systems, etc.
    Assist health care providers at designated points of service in case finding and strengthening entry points in order to increase the number of referrals to the ARV units, from PMTCT, VCT and OPD and IPD and outreach services.
    Implement creatively efforts to support improved pediatric AIDS services, identification and support.  Work closely with Pediatrics and PMTCT Advisors to implement programs.
    Implement adherence strategies in health facilities and linked to PLHIV groups closely  with the Adherence Officer/Advisor
    Facilitate integration between TB and HIV services and infection control within CTC.
    Ensure that ICAP-supported clinical care activities at multiple delivery sites conform to the Tanzanian national guidelines.
    Develop with other Advisors and Director of Program materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms and other necessary tools.
    Coordinate implementation of clinical HIV/AIDS support with the ICAP-Clinical Unit in NY.
    Perform any other duties as may be assigned by superiors from time to time.

    Preferred Qualifications:
    MD degree with Master's degree (MPH or equivalent). Public health training is desirable.
    At least 5 years' experience in working in HIV care and treatment
    Extensive clinical experience in care and treatment of HIV/AIDS
    Experience working in collaboration with local government partners and NGOs.
    Excellent team orientation, openness, responsiveness and conflict management skills
    Excellent oral/written communication, interpersonal, and management skills.
