    KAMATI YA BIASHARA YAELEZEA INAVYOSAIDIA WASAFIRISHAJI WA MIZIGO
    Mjumbe wa kamati ya kuchunguza vikwazo visivyo vya kiforodha, Jimmy Mwalugelo (katikati)  akizungumza. Kulia ni Mkurugenzi Mkuu wa Real Insurance, Stephen Okundi na kushoto ni SACP Kaimu Kamanda wa Trafiki nchini SACP Johansen Kahatano.
    Mwalugelo akionesha vibao vitakavyoweka katika magari yaendayo nje ya nchi.

    KAMATI  ya  kitaifa inayofuatilia  vikwazo vya kibiashara visivyokuwa vya kiforodha na kuwakilisha sekta binafsi kupitia TAFFA,  imetoa tamko kuhusu hatua itakazochukua kuwasaidia wafanyabiashara hasa wasafirishaji wa mizigo ya kibiashara pamoja na watumiaji wa bandari ya Dar es Salaam na Maziwa Makuu waliopo nchini.
    Akizungumza na wanahabari Jijini Dar es Salaam, mjumbe wa kamati hiyo, Jimmy Mwalugelo, alisema anaishukuru serikali na wafadhili kama vile Trade Mark East Afrika, USAID, JICA na wengine ambao wanawawezesha wafanyabiashara kufanya kazi zao bila usumbufu usio wa lazima.
    Alisema kuwa kamati hiyo ina mipango ya kuanzisha kamati katika mipaka na idara zote za serikali na sekta binafsi  (Joint Border Committees) ambazo hupaswa kukaa kila mwezi japo mara moja na kutatua kero zinazojitokeza za mpakani ili kuepusha ukwepaji wa kodi.
    Alifafanua kuwa anaishukuru pia serikali kwa kukubali ombi lao la kuwa na ofisi za 'Clearing Agent' pamoja na JBC kwa ajili ya kuwapatia ofisi kwenye majengo ya pamoja yanayojengwa kwenye mipakani (One Stop Border Post)  na USAID kwa kuwawezesha kuwapatia vitendea kazi  kupitia TAN TRADE ambapo wametoa kompyuta, mashine za 'photocopy' na 'printer'.
    Vilevile alisema kutoka bandari ya Dar es Salaam hadi mpaka wa Tanzania na Rwanda  huko Rusumo na upande wa Burundi  katika mji wa Kabanga kulikuwa na vizuizi 58 lakini kwa juhudi zao wamefanikiwa kuvipunguza hadi kufikia  sita na bado wanaendelea kufanya jitihada  kuvipunguza zaidi.
    Kamati hiyo ilifafanua kuwa imeweza kugundua matatizo yanayowapata madereva wanaoendesha magari yanayoenda nchi jirani pale wanapopata ajali njiani na wengine kupoteza maisha wakati magari hayajafika yanakokwenda.
    "Matatizo yanayojitokeza ni kutojua gari lilikuwa linaenda nchi gani kutokana na kukosa alama ya kuonyesha nchi linakokwenda hivyo baadhi ya waagizaji wa magari hayo  wanashindwa kuja mahali ilipotokea ajali na mahali lilipo gari," alisema.
    Aidha alisema kamati imejielekeza katika sekta binafsi ambapo inahimiza kuwakatia bima (Real Insurance) madereva wanaoendesha magari yanayoenda nchi za jirani kwa kuwalipa mafao kidogo kwa ajili ya gharama za usafiri na kujikimu kwa matibabu wapatapo ajali njiani kwa mfano mtu akifariki ambapo hulipwa  sh.3,000,000/=kwa ajili ya kusafirisha mwili na kwa majeruhi bima itatoa kiasi cha sh.500,000/=
    "Real Insurance itatengeneza vibao maalum ambavyo vitakuwa na bendera maalumu ya nchi,  gari linakokwenda na stika maalum inayoonesha kuwa limekatiwa bima ya dereva na atapewa namba za simu kwa ajili ya kupiga endapo atapata tatizo akiwa safarini ambapo namba hizo zitapatikana katika vituo vyote vya polisi vilivyoko katika barabara iendayo nchi za jirani," alihitimisha.

    EALA SPEAKER CALLS ON PRESIDENT PIERRE NKURUNZIZA OF BURUNDI
    The Speaker of the East African Legislative Assembly, Rt. Hon Daniel Kidega this morning paid a courtesy call on the President of the Republic of Burundi, H.E. Pierre Nkurunziza at the Presidency in Bujumbura.

    The President reiterated that Burundi was committed to the integration process and urged the Assembly to steady its mandate as it continues in its quest to serve East Africans President Nkurunziza remarked that the citizens of the region had continued to reap from the benefits of integration and added the Summit of the EAC Heads of State was very keen to see all its directives implemented.

     H.E. Nkurunziza cited the example of the alternative funding mechanism which he noted once implemented, would contribute to the long-term sustainability of the Community. The Head of State further applauded EALA for its role in sensitization and outreach saying the decision by the leadership to reach out to various stakeholders on the sidelines of its Plenary meeting in Bujumbura was laudable.

    He remarked that the country was approaching elections and that the government would adhere to the principle of democracy and constitutionalism. On his part, the Speaker of EALA, Rt. Hon Daniel Kidega congratulated the President for steering Burundi to the path of development and expressed solidarity with the citizens of Burundi as they prepare for the forthcoming general elections.

     The Speaker remarked that it was vital for the country to remain calm, and peaceful as it approaches the electioneering period. The Speaker further hailed the Summit of EAC Heads of State for steering the region progressively.  He said the EAC was witnessing an interesting period coupled with notable progress across all sectors. 

     "The pillars of integration remain on course despite the challenges.  But there is goodwill across board", Rt Hon Kidega said. The Speaker remarked that EALA would continue to play its part in the integration dispensation and assured the President the Assembly would remain independent, and true to the ideals of East Africans.  The Speaker briefed the President on the leadership challenges that EALA grappled with last year and said the Assembly was now stronger and more united.

    He reiterated that regional legislature had among other things, earmarked re-branding and the speedy tackling of the backlog of pending work as some of its priorities. At our last Sitting in Arusha in January 2015, we passed 2 key bills while another six sailed through the first reading.

      A number of resolutions and reports were also debated and adopted.  We shall continue with this spirit in Bujumbura. We are on the run as an Assembly, and there is no looking back for now," Speaker Kidega said.

    Rt Hon Kidega termed the Bill on the Elimination of the Non-Tariff Barriers as key towards fostering free movement and said the Assembly would embark on the processes of debate and eventual passage.   The Bill was one of the six that sailed through the First reading in Arusha in January, 2015.

    Present at the occasion was EALA Member and the Chair of the Burundi Chapter, Hon Hafsa Mossi.EALA shall commence its 5th Meeting of the 3rd Session of the 3rd Assembly on Monday next week.   President Pierre Nkurunziza is expected to address a special sitting of the Assembly on Tuesday, March 17, 2015.

    HIV rate above national average in Coastal Region shocks RC


    The rate of HIV/Aids infection in the Coast Region, standing at 7.2 percent has shocked its Regional Commissioner, Evarist Ndikilo, because the national rate is 5.9 percent.
     
    Describing it as a threat to the country, he asked medical officers in the region to help contain the scenario.
     
    In a briefing to the RC on Friday, Kibaha Municipal Director Jenifa Omolo said 11, 996 people underwent voluntary testing between January and October last year among whom 5,190 were women and 6,806 men, but 1,064 of them were found to be HIV positive.
     
    Omolo said among them, 388 were men and 676 women, of whom 369 were pregnant. This represented an infection rate of 7.4 percent in men and 9.9 percent in women, she said.
     
    She explained that 303 infants were born to mothers with the virus, but only eight were found with the virus. She said enough testing kits were required to help in the fight against the disease.
     
    In another development, the Kibaha Municipal Council has handed over Sh96m as soft loan to 87 groups of women small scale entrepreneurs from the Women and Youth Fund in the region to help improve their lives.
     
    The loan has been provided to the group since 2009/10 financial year when a total of Sh16 million was disbursed to 18 groups with 180 members. In the year 2011/12, a total of Sh26.4 million was disbursed to 27 groups with 279 members.
     
    According to Omolo, Sh30.5 million and Sh22.5 million was disbursed to 30 groups with 170 members and 12 groups with 70 members in 2012/2013 and 2013/14 financial years respectively. He said Sh120 million has been set aside for the purpose in the 2015/2016 financial year
